Washington's 2nd congressional district includes all of Island, San Juan, Skagit, and Whatcom counties, as well as western Snohomish County. It stretches from Bellingham and the Canada–US border in the north to Lynnwood and the King/Snohomish county line in the south. Since 2001, it has been represented by Democrat Rick Larsen. Originally created in 1909, when Washington was broken up into districts, the second district was represented by future U.S. Senator Henry M. "Scoop" Jackson between 1941 and 1953. It was a reliably Democratic district for most of the latter half of the 20th century, until the Republican Revolution of 1994, when retiring Rep. Al Swift was replaced by Jack Metcalf. Larsen has represented the district since Metcalf's retirement in 2001. He faced a close re-election in 2002, but was handily re-elected in 2004, and didn't face serious opposition until 2010. In the 2008 election, Larsen easily defeated Republican challenger Rick Bart. In the 2010 election, Larsen narrowly avoided defeat against Republican challenger John Koster. The district has leaned Democratic in presidential elections since the 1988 election. Al Gore and John Kerry narrowly carried the district in 2000 and 2004 with 48% and 51% of the vote, respectively. In 2008, Barack Obama won the district by a wide margin, carrying 55.60% of the vote while John McCain received 42%.

Ehrlich is an extinct town in Skagit County, in the U.S. state of Washington.A post office called Ehrlich was established in 1896, and remained in operation until 1915. The community was named after F. O. Ehrlich, the proprietor of a local mill.

Skagit Valley College (SVC) is a public community college in Mount Vernon, Washington. It serves students in Skagit, Island, and San Juan counties in northwest Washington state. Established in 1926, SVC grants academic transfer pathways, professional/technical degrees, and certificates. The academic transfer degree and several professional/technical degrees can be completed online. SVC also offers Basic Education for Adults and Community Education courses. Courses are offered during Summer, Fall, Winter, and Spring quarters. The SVC district includes two campuses and three centers: the Mount Vernon Campus, SVC's main campus, is located in Mount Vernon, Washington, and the Whidbey Island Campus is located in Oak Harbor, Washington. The San Juan Center is located in Friday Harbor, and the Marine Technology Center in Anacortes, Washington. Also, SVC serves many military and their dependents at the college's Whidbey Island Campus. SVC offers three Bachelor of Applied Science Degrees: Environmental Conservation, Applied Management, and Healthcare Management.

Skagit Valley Hospital is a 137-bed public hospital located in Mt. Vernon, in the US State Washington. The hospital operates a level 3 trauma center. Founded in 1958, the hospital was organized as a Public District operating in Skagit Valley Public Hospital District #1. The hospital operates two osteopathic residency programs, in internal medicine and family medicine. The hospital is operated by Skagit Regional Health, which is partnered with the Cascade Valley Hospital in Arlington.

Mount Vernon is the county seat of Skagit County, Washington, United States. The population was 35,219 at the 2020 census. It is one of two principal cities of and included in the Mount Vernon-Anacortes, Washington Metropolitan Statistical Area. Skagit Station is a multimodal transportation hub in Mount Vernon, Washington, United States served by Amtrak, the US national railroad-passenger system. The facility at 105 East Kincaid Street was built in 2004 to replace the former Amtrak station on 725 College Way, which is currently used by the Burlington Northern and Santa Fe Railroad. It connects with services provided by Skagit Transit, Whatcom Transportation Authority and Island Transit along with Amtrak and Greyhound. Commuter buses to Everett Station provide onward connection to Sound Transit, Everett Transit and Community Transit services.

Lincoln Theatre is a multi-purpose theatre in Mount Vernon, Washington, United States. The theatre is located at 712 South First St. It was originally constructed in 1926 as a vaudeville and silent movie house, and currently shows movies several days a week, as well as hosting concerts and other activities. The theatre also contains one of only 98 Wurlitzer theatre organs still located in their original installation.
