William M. Tugman State Park is a state park in the U.S. state of Oregon. Administered by the Oregon Parks and Recreation Department (OPRD), the park borders Eel Lake, about 8 miles (13 km) south of Reedsport near U.S. Route 101.Tugman Park has 94 campsites for recreational vehicles (RVs) as well as 16 yurts for hikers and bikers; a day-use area, a boat ramp, a fishing dock, and a hiking trail. Activities on or near the lake include fishing, swimming, boating, and wildlife watching. The lake supports populations of largemouth bass, crappie, stocked rainbow trout, steelhead (sea-run rainbow trout), and Coho salmon, the latter of which must be released if caught.William M. Tugman (1894–1961) was a journalist from Eugene and Reedsport. In 1957, he became the first chairman of the OPRD Advisory Committee, which made recommendations to the governor about state parks.

Eel Lake is a large, deep lake in a chain of water bodies along the Oregon Coast south of the Umpqua River in the United States. It was first listed as a CDP prior to the 2020 census.The CDP is in northwestern Coos County, along U.S. Route 101, 11 miles (18 km) north of Coos Bay and 16 miles (26 km) south of Reedsport. Saunders Lake, a small water body, is in the northern part of the CDP, draining north through Clear Lake to Saunders Creek, which flows north to Tenmile Creek between Lakeside and the Pacific Ocean. The Saunders Lake CDP is bordered to the west by the Oregon Dunes National Recreation Area.

The lake is the municipal water supply for the city of Reedsport, which lies about 4 miles (6 km) northeast of the lake. The Umpqua River ( UMP-kwə) on the Pacific coast of Oregon in the United States is approximately 111 miles (179 km) long. One of the principal rivers of the Oregon Coast and known for bass and shad, the river drains an expansive network of valleys in the mountains west of the Cascade Range and south of the Willamette Valley, from which it is separated by the Calapooya Mountains. From its source northeast of Roseburg, the Umpqua flows northwest through the Oregon Coast Range and empties into the Pacific at Winchester Bay. The river and its tributaries flow almost entirely within Douglas County, which encompasses most of the watershed of the river from the Cascades to the coast. The "Hundred Valleys of the Umpqua" form the heart of the timber industry of southern Oregon, generally centered on Roseburg. The Native Americans in the Umpqua's watershed consist of several tribes, such as the Lower and Upper Umpqua (for which the river is named), and the Kalapuya. These tribes witnessed much of the Great Flood of 1862, during which the Umpqua and other rivers rose to levels so high that even the oldest natives had never seen a greater flood.
