The University of the Philippines Diliman (Filipino: Unibersidad ng Pilipinas Diliman), also referred to as UPD, UP Diliman, or simply University of the Philippines or UP, is a coeducational, public research university located in Diliman, Quezon City, Philippines. It was established on February 12, 1949, as the flagship campus and seat of administration of the University of the Philippines System, the national university of the Philippines. It is the fourth oldest and is the largest constituent campus of the University of the Philippines System in terms of the number of degree-granting academic units, student population, faculty, and library resources. There are 27 degree-granting units on campus, accounting for 22,031 students of which, 15,299 are undergraduates. UP Diliman had a complement of 1,526 full-time faculty in 2012, of whom 528 have doctoral degrees.In addition to the units in the main campus, UP Diliman has extension programs in Angeles City, Pampanga (the Clark Freeport Zone area) and Olongapo, Zambales, as well as a marine laboratory in Bolinao, Pangasinan under the Marine Science Institute, and an annex campus at Bonifacio Global City, Taguig. UP Diliman offers academic programs in 247 major fields. There are 70 programs at the undergraduate level, 109 at the master's level and 68 at the doctoral level.The UP Diliman campus is also the site of the country's National Science Complex. Notable research units of UP Diliman centered at the National Science Complex include the Marine Science Institute (MSI), the National Institute of Geological Sciences (NIGS), the National Institute of Physics (NIP), the National Institute of Molecular Biology and Biotechnology–Diliman (NIMBB-Diliman), and the National Institute for Science and Mathematics Education Development (NISMED), which are all pioneers of scientific research and development in the Philippines. University of the Philippines College of Engineering

The College of Engineering of the University of the Philippines Diliman is the largest degree-granting unit in the U.P. System in terms of student population. The college is also known formally as UP COE, COE, and informally as Eng'g (pronounced "eng"). The College of Engineering is composed of eight departments, three of which are housed in the historic Melchor Hall along Osmeña Avenue in the U.P. Diliman campus. These are the Department of Mechanical Engineering (DME), the Department of Geodetic Engineering (DGE), and the Department of Industrial Engineering and Operations Research (DIE/OR). The Electrical and Electronics Engineering Institute (EEEI) has its own pair of buildings along Velázquez Street facing the entrance to the National Science Complex, while the Department of Computer Science (DCS) moved into their own building beside the EEEI building in early 2007. Since then, the Department of Mining, Metallurgical, and Materials Engineering (DMMME), the Department of Chemical Engineering (DChE), and the Institute of Civil Engineering (ICE) have also moved into their own respective buildings at the Engineering Complex, with each building facing C.P. Garcia Avenue. The College Library is located in two different buildings: one in the Melchor Hall and another in the building that houses the DCS. Since its establishment, the college has produced twenty (20) graduates with U.P. summa cum laude honors and 4 magna cum laude. The COE produced its first summa cum laude graduates in 1920 (Justo Arrastia, B.S.C.E, Tomas Padilla Abello, B.S.M.E.), and the most recent was in 2004 magna cum laude graduate (Terrie Lopez, B.S.Che and B.S.C.S. in 2007). The college is the college of engineering in the Philippines with the most CHED Centers of Excellence at eleven (11). All of its degree-granting departments have been recognized as a Center of Excellence.

The Eastern Regional Organization for Public Administration (EROPA) was formed "In order to advance the economic and social development of the Region through the promotion of the study, practice and status of public administration and adoption of adequate administrative systems", by international treaty signed in Manila in the Philippines on 19 June 1958. EROPA was officially formed on 5 December 1960. EROPA is a partner of the United Nations Public Administration Network (UNPAN). EROPA also has special consultative status with the United Nations Economic and Social Council.The Philippines remains the center for its activities, since having hosted the first Regional Conference on Public Administration 7 to 20 June 1958, with EROPA being based out of National College of Public Administration and Governance, University of the Philippines, Quezon City, Philippines. The Electrical and Electronics Engineering Institute (formerly Department of Electrical and Electronics Engineering) of the University of the Philippines College of Engineering (UP EEEI) offers three undergraduate programs of study leading to the Bachelor of Science in Electrical Engineering (BSEE), Bachelor of Science in Electronics and Communications Engineering (BSECE), and Bachelor of Science in Computer Engineering (BSCoE) degrees. The Institute also offers graduate programs of study leading to the Master of Science in Electrical Engineering (MSEE) and Master of Engineering in Electrical Engineering (MEEE) degrees, and the Doctor of Engineering (DE) and Doctor of Philosophy (PhD) degrees in Electrical and Electronics Engineering. Various areas of specialization are offered in the graduate programs: Electric Power Engineering, Computer and Communications Engineering, Microelectronics, and Instrumentation and Control. The undergraduate program in Electrical Engineering is designed to train students in the analysis, planning, design, operation, instrumentation, and control of power systems and associated electrical machines, equipment, and devices. Problem-solving skills and design capability are developed in order to solve both closed-ended and open-ended problems. In the classroom, stress is placed on the integration of basic principles and the application of methods of analysis to electrical and electronic processes and systems. On the other hand, laboratory work is performed to expose students to the equipment and techniques used in scientific investigation and engineering practice. In their project activities, students meet the need for engineering judgment, teamwork, and careful planning. They develop their abilities to observe and make decisions based on independent and creative thought. Students are also provided with schooling in professional attributes like communication skills, the art of self-learning, ethics, and the essentials of quality management. To keep the student well informed of important current and likely future technology, new knowledge and emerging technologies are continuously being integrated into the undergraduate programs. The graduate programs in Electrical and Electronics Engineering provide advanced training in any of the areas of specialization offered by the Institute.
