WFPA-CD, virtual channel 28 (UHF digital channel 35), is a low-powered, Class A UniMás owned-and-operated television station licensed to Philadelphia, Pennsylvania, United States. Owned by the Univision Local Media subsidiary of TelevisaUnivision USA, it is sister to the group's duopoly of Vineland, New Jersey–licensed Univision owned-and-operated station WUVP-DT (channel 65) and Wildwood, New Jersey–licensed True Crime Network affiliate WMGM-TV (channel 40). The three stations share studios on North Delsea Drive in Vineland; WFPA-CD's transmitter is located in the Roxborough section of Philadelphia.

The talk radio programming of sister station WPHT is simulcast on its HD3 subchannel, while the programming on its HD4 subchannel was all related to Philadelphia Phillies baseball. The HD4 subchannel has since been turned off. Prior to 2018, the station played Christmas music during the holiday season; this practice was discontinued after WBEB, which also broadcasts Christmas music during the season, was acquired by Entercom (forerunner of Audacy).

The station imaging is handled by Howard Cogan, the former voice of Jack FM. Actor John O'Hurley of the TV show Seinfeld previously did the station imaging.

The station's call sign, which is often abbreviated to XPN, stands for "Experimental Pennsylvania Network". The station is owned by Innovate Corp., with a transmitter located at the Roxborough antenna farm in northwest Philadelphia. Founded as W08CC in 1986 by Paul Engle, the station is one of the oldest low-power TV stations in New Jersey. For 25 years, it provided a mix of local interest and syndicated programs. After being sold in 2012, it has primarily carried Spanish-language broadcast networks, including MundoFox/MundoMax and Azteca América.
