Nərimanov (also, Narimanov) is a settlement and raion in Baku, Azerbaijan. The administrative territory of the Narimanov district, one the central districts of Baku, is 24.5 km2, and its population is 170.300 in the official registration date of 01.01.2013. The Narimanov district was founded in 1941. In January 1941, the Executive Committee of the Workers' Council of the Keshla region was established, and in August 1957, the name of Keshla was renamed and it was renamed into the Executive Committee of the Narimanov District Council of Deputies. In December 1959, the Dzerzhinsky district was abolished and its territory was included in Narimanov district in January 1960. From August 27, 1957 to October 6, 1977, the Executive Committee of the Soviet Union of Workers' Deputies of Narimanov district acted as the Executive Committee of the Narimanov District Council of People's Deputies from October 7, 1977 to October 17, 1991. In accordance with the Decree of the President of the Republic of Azerbaijan dated October 18, 1991, the Narimanov District Council of People's Deputies was abolished, and instead, the Narimanov District Executive Authority was established and functioned on 20 November 1991.The district is urban, no villages and other administrative territorial units in Narimanov district. The district is home to the Presidential Palace as well as the Baku Convention Center and the Baku Zoo.

SOFAZ Tower is a multi-story building located in Baku, the capital of Azerbaijan. This new skyscraper, the new administrative building of the State Oil Fund of the Republic of Azerbaijan (SOFAZ), is a unique project that incorporates the latest technological innovations that are in line with the highest international standards and elements of the 9 carpet schools in Azerbaijan. To build a new administrative building of the State Oil Fund of Azerbaijan (SOFAZ) under the Order No. 367s of the Cabinet of Ministers of the Republic of Azerbaijan dated December 29, 2009, 0.64 hectares of land in 6th Kondalan Street, Nizami district, were transferred to the balance of the Fund. On that day, President Ilham Aliyev attended the solemn laying ceremony of his foundation. On December 20, 2011, N.V. Besix S.A. a bilateral agreement on construction was signed with the company-builder [1]. After that, the active phase of the construction of the SOFAZ Tower building started. N.V. Besix S.A. the company won the tender as a result of the procurement tender following Article 48 of the Law of the Republic of Azerbaijan "On public procurement" based on the agreement of the State Procurement Agency of the Republic of Azerbaijan and on December 20, 2011, the State Oil Fund and Besix-Az Besix consortium a relevant procurement contract was signed for €84,916,000. Local and foreign subcontractors have been involved in the construction of the building by the general contractor. The construction and design work of the building has been completed over 5 years. The construction project of the building was developed by the French company "Inter Art Etudes". The construction process was carried out under the auspices of the American company AECOM, "N.V. Besix SA "
