The Rayburn House Office Building (RHOB) is a congressional office building for the U.S. House of Representatives in the Capitol Hill neighborhood of Washington, D.C., between South Capitol Street and First Street. Rayburn is named after former Speaker of the House Sam Rayburn. It was completed in 1965 and at 2.375 million square feet (220,644 m2) is the largest congressional office building and the newest House office building (the only newer congressional office building is the Hart Senate Office Building, completed in 1982).

The Longworth House Office Building (LHOB) is one of five office buildings used by the United States House of Representatives. The building is located south of the Capitol, bounded by Independence Avenue, New Jersey Avenue, C Street S.E., and South Capitol Street, in southeast Washington. It has a floor area of 599,675 square feet (55,711.6 m2) and has a total of 251 congressional offices and suites, five large committee rooms, seven small committee rooms, and a large assembly room now used by the Ways and Means Committee. The building was named in 1962 in honor of the former Speaker of the House, Nicholas Longworth of Ohio. He served as Speaker from 1925 until Republicans lost their majority in 1931, the same year he died, and the same year the building was authorized.

The Richards Building was the headquarters of the U.S. Coast and Geodetic Survey from 1871 to 1929. It was located in Washington, D.C., on a block immediately south of the United States Capitol. It was demolished in 1929 to construct the Longworth House Office Building.

The Butler Building was a mansion in Washington, D.C., constructed by Benjamin Franklin Butler. It served as the headquarters of the U.S. Marine Hospital Service, and its successor the Public Health Service, from 1891 until 1929. It also contained a purpose-built fire-proof unit to store archives of the U.S. Coast and Geodetic Survey. It was demolished in 1929 to construct the Longworth House Office Building.

The First Street Tunnel is a two-track, soft-earth tunnel built between 1904 and 1906 by the Washington Terminal Company to serve as the southern approach to Union Station in Washington, D.C. Currently owned by Amtrak, it connects to lower-level tracks and platforms at the station, passes under Capitol Hill and connects to the RF&P Subdivision (CSX Transportation) and Long Bridge, offering through railway service to Alexandria, Virginia, and points west and south. Unlike the Northeast Corridor tracks north of Union Station, the tunnel tracks are not electrified, so southbound trains leaving Union Station must switch to diesel locomotives before entering the tunnel. Exiting Union Station, the tunnel runs due south under First Street NE and SE before curving to the southwest under a parking lot near the Capitol South Metro station. Its southern portal is just east of South Capitol Street at the intersection of D Street SE and New Jersey Avenue SE. The tunnel's height is 17 feet (5.2 m).

The O'Neill House Office Building was a congressional office building located near the United States Capitol at 301 C Street SE in Washington, D.C. Initially known as House Office Building Annex No. 1, it was named after former Speaker of the House Thomas "Tip" O'Neill in 1990.The building was originally constructed as a hotel in 1947 and operated as the Hotel Congressional, with furnished apartments rented by the month, plus meeting rooms and restaurants. Congress acquired the building in 1957 and leased it back to the hotelier. The Leadership Conference on Civil Rights coordinated lobbying efforts for passage of the Civil Rights Act of 1964 from Room 410 of the hotel. In 1972, it was turned into an office building and renamed House Office Building Annex No. 1. House Judiciary Committee staffers worked out of the building during the Watergate investigation. From 1983 to 2001, the third and fourth floors of the building were residences for the dormitory for House Pages. The building was declared structurally unsound and demolished in 2002. A parking lot is currently on the site.

The Cannon House Office Building, often called the "Old House Office Building," completed in 1908, is the oldest congressional office building as well as a significant example of the Beaux-Arts style of architecture. It occupies a site south of the United States Capitol bounded by Independence Avenue, First Street, New Jersey Avenue, and C Street S.E. In 1962 the building was named for former Speaker of the United States House of Representatives Joseph Gurney Cannon.

It was Trump's first State of the Union Address and his second speech to a joint session of the United States Congress. Presiding over this joint session was the House speaker, Paul Ryan, accompanied by Mike Pence, the vice president, in his capacity as the president of the Senate. The Address was watched by 45.6 million viewers. There were also 21 million interactions regarding the address on social media.U.S. Representative Joe Kennedy III and Virginia Delegate Elizabeth Guzmán gave the Democratic Party's response in English and Spanish, respectively.

According to tradition, House Speaker John Boehner invited the president on December 13 to address a joint session of Congress. White House Press Secretary Jay Carney confirmed the president's attendance later that day.
