The Cloisters is located at 200 St Georges Terrace, opposite its intersection with Mill Street in Perth, Western Australia. It is a two-storey dark coloured brick building, which terminates the vista at the top of Mill Street and is a landmark in the rise of the street to the ridge of the plateau. The Cloisters is one of a small number of remaining convict-built colonial buildings of the mid-nineteenth century in the central area of Perth.

The Parliament of Western Australia is the bicameral legislature of the Australian state of Western Australia, forming the legislative branch of the Government of Western Australia. The party or coalition commanding the support of a majority of the members of the Legislative Assembly is invited by the governor to form government. The head of government holds the office of Premier of Western Australia.Currently, the Legislative Council has 36 members elected for four-year terms from multi-member constituencies by proportional representation, and the Legislative Assembly has 59 members, elected for four-year terms from single-member constituencies, using preferential voting. As with all other Australian states and territories, enrolment to vote and voting for both Houses is compulsory for all resident Australian citizens—and eligible British citizens (i.e., those permanently resident and on the electoral roll prior to the passage of the Australia Act)—who are over the legal voting age of 18.

Perth is a suburb in the Perth metropolitan region, Western Australia that includes both the central business district of the city, and a suburban area spreading north to the northern side of Hyde Park. It does not include the separate suburbs of Northbridge or Highgate. Perth is split between the City of Perth and the City of Vincent local authorities, and was named after the city of the same name in Scotland.

The City of Perth is a local government area and body, within the Perth metropolitan area, which is the capital of Western Australia. The local government is commonly known as Perth City Council. The City covers the Perth city centre and surrounding suburbs. The City covers an area of 20.01 square kilometres (8 sq mi) and had an estimated population of 21,092 as at 30 June 2015. On 1 July 2016 the City expanded, absorbing 1,247 residents from the City of Subiaco.
