Cameron Village, Baltimore

On July 18, 2013, Tyrone West, a 44-year-old African American male, was pursued by two officers of the Baltimore Police Department after he fled a traffic stop during which cocaine was allegedly found. The cocaine later went missing in police possession after a subpoena was issued. West was on parole at the time of this incident with an extensive criminal record including assault, resisting arrest, and attempted first-degree murder. West ultimately died during the scuffle with police and various medical experts have given conflicting assessments of contributing factors including cardiac arrhythmia, dehydration, positional asphyxia, and extreme environmental temperatures.The incident fueled tension in the North Baltimore community, playing a contributing factor in the eventual Baltimore riots of 2015. The death of West drew attention from notable African American leaders including U.S. Attorney General Loretta Lynch, State's Attorney Marilyn Mosby, Baltimore Mayor Stephanie Rawlings-Blake, and celebrity Charles Barkley.Three separate investigations, both internal and external, repeatedly exonerated the officers involved, but a series of police actions were identified that negatively impacted the encounter. The incident, and subsequent recommendations made by an independent panel, encouraged the police department to make significant procedural changes.

Tivoli is a historic home located at Baltimore, Maryland, United States. It is a random stone ashlar masonry structure built about 1855 and consisting of a three-story, symmetrical Italianate main block, with a contemporary two-story, T-shaped service wing. It contains the administrative and clinical offices, the infirmary, and dining hall of the Woodbourne Center. It was the summer residence of Enoch Pratt, who purchased the property in 1870 and died here in 1896. It was also a home of Charles S. Abell, one of the owners of the Baltimore Sun Papers and whose wife gave the property to Woodbourne in 1925. It currently serves as the administrative building for the Woodbourne Center, a mental health treatment center for young adolescents. Tivoli was listed on the National Register of Historic Places in 1980.

Woodbourne Heights, Baltimore is a community in northern Baltimore, Maryland. It is served by the Woodbourne Heights Community, the Woodbourne-McCabe Neighborhood and the Beauregard Neighborhood Associations.

Wilson Park is a small community in northeast Baltimore, Maryland and one of the first African-American communities in the city. Its bounded on the south by 43rd Street and the east by The Alameda. Two community associations serve the area: the Kimberleigh Road Community Association and the Wilson Park Improvement Association. The homes range from large single-family homes to semi-detached and townhouses. A majority of homes are owner-occupied.

Glen Oaks is a neighborhood in the North District of Baltimore. Its boundaries form a slender, inverted triangle, with the city line as the neighborhood's northern base and Belvedere Shopping Center as its southern apex. Chinquapin Parkway (west) and The Alameda (east) draw the triangle's sides and cross at the neighborhood's southern tip.Most of the homes in Glen Oaks are brick row houses, built in 1948 by Elba Construction, Inc.The neighborhoods of Chinquapin Park-Belevedere, Lake Walker and Cameron Village are located to the west of Glen Oaks, on the opposite side Chinquapin Park. Idlewood, Ramblewood and Woodbourne Heights are located to the east, across The Alameda in the Northeast District. Route 36 (MTA Maryland) provides bus service along The Alameda, connecting Glen Oaks residents with Downtown Baltimore. Route 44 (MTA Maryland) provides cross-town service along Belvedere Avenue. Median household income for Glen Oaks in 2009 was estimated at $44,821, while the citywide median was only $38,772. Residents living below the poverty level were 12.5 percent of the Glen Oaks population and 22.9 percent of the Baltimore population. About 3/4 of the Glen Oaks population of 3,012 (census estimate for 2009) were black and almost 1/4 were white.

Ramblewood is a small community located in northeast Baltimore, Maryland, United States. Ramblewood is located south of Northern Parkway with The Alameda serving as its western boundary and Loch Raven Blvd. as its eastern boundary and north of Belvedere Ave. The Ramblewood Community Association has had residential parking permits issued to its members as the result of the proliferation of students from Morgan parking in the neighborhood.

Mid-Govans is a community in northeast Baltimore, Maryland and part of the development of York Road, a historic Baltimore route to Pennsylvania. As the name suggests, Mid-Govans is located in the center of the larger neighborhood, Govans, with the rough boundaries of York Road to the west, Belvedere Avenue to the north, Midwood Avenue to the east, and Woodbourne Avenue to the south.

Govans is a neighborhood located in northeastern Baltimore, Maryland. It includes the communities of Mid-Govans, Rosebank, Lothian, Benninghause, Woodbourne McCabe, Winston-Govans, Homeland, and Richnor Springs.

Gallagher Mansion and Outbuilding is a historic home located at Baltimore, Maryland, United States. It was originally built about 1854 as an Italianate villa, and was subsequently enlarged and embellished in the Second Empire style of the later mid century. It features walls built of local rough fieldstone and rubble and a mansard roof covered with decorative slate. The outbuilding is a two-story rectangular wood carriage house with a hip roof and cupola.Gallagher Mansion and Outbuilding was listed on the National Register of Historic Places in 1983.

The Senator Theatre is a historic Art Deco movie theater on York Road in the Govans section of Baltimore, Maryland. It is the oldest operating movie theater in central Maryland and is listed on the National Register of Historic Places and is a designated Baltimore City Landmark. Managers Buzz and Kathleen Cusack renovated the theater and reopened it on October 15, 2010. The theater closed again for more renovations on April 26, 2012. It has since reopened, with three smaller theaters adjacent to the main one. It shows first run movies as well as classics.

Radnor-Winston is a small community centered near the intersection of York Road and Winston Ave in the North District of Baltimore. Radnor Winston is a friendly, affordable and diverse neighborhood of about 220 homes tucked behind the campuses of Loyola University and The College of Notre Dame. Located in the Roland Park Public School district, the neighborhood is convenient to both downtown Baltimore and Towson. The housing stock includes a variety of detached and semi-detached homes dating from the turn of the 20th century through the early 1950s, primarily bungalows, cottages and American Foursquares.The neighborhood was listed on the National Register of Historic Places in 2003.The Radnor-Winston Improvement Association is a volunteer organization, formed in 1958, with a long history of activism on local issues of concern.
