William Augustus Mills (1777–1844), who was the founder and first permanent white settler of Mount Morris. It is a 2+1⁄2-story brick dwelling combining both the Federal and Greek Revival styles. It is now headquarters of the Mount Morris Historical Society, which is responsible for the maintenance and restoration of the structure. The house is open as a historic house museum known as the Mills Mansion. It was listed on the National Register of Historic Places in 1978.

They comprise the largest and most impressive collection of predominantly high style domestic architecture in the village in a broad range of architectural styles. It was listed on the National Register of Historic Places in 1996.

The district is located in one of the oldest residential neighborhoods in the village. It encompasses 19 contributing primary properties consisting of 16 residences, one parsonage, and two churches; one contributing site, a grave site with granite marker at St. John's Episcopal Church; and four contributing outbuildings, a carriage houses, shed, and two garages. It was listed on the National Register of Historic Places in 1996.
